1. Opening up the program Photoshop.

 

2. Click " Create a new layer "

3. Only black in the new layer.

4. Click the command " Filter > Render > Clouds "

5. Click the command " Filter > Noise > Add Noise "

6. Set " Amount = 265.92% , Distribution = Uniform " Select Monochromatic.

7. Click the command " Filter > Blur > Motion Blur "

 

8. Set " Angle = -63 , Distance = 23 Pixels "

9. Layer Option select Overlay.

10. Finish
