1. Opening up the program Photoshop.

2. Press < Ctrl + J > to create Background.

3. Click the " Polygonal Lasso " Tool.

4. Drag the mouse around a picture Selection.

5. Click Menu " Select > Modify > Feather "

6. Set " Feather Radius = 2 Pixels "

7. Click OK

8. Click Menu " Select > Inverse "

9. Click Menu " Select > Blur > Radial Blur "

10. Set " Amount = 61, Blur Method = Zoom, Quality = Best "

11. Click OK
