1. Opening up the program Photoshop.
2. Menu " Filter > Artistic > Poster Edges. "
3. Set " Poster Edges: Edge Thickness = 2, Edge ltensity = 1, Posterization = 2. "
4. Click OK
5. Results.
6. Menu " Filter > Artistic > Cutout. "
7. Set " Cutout : Number of Levels = 4, Edge Simplicity = 4, Edge Fidelity = 2. "
8. Click OK
9. Results.
10. Click the Create new fill or adjusment layer, and then click a command Gradient Map.
11. Click the button
12. Click the color Blue, Red, Yellow.
13. Click OK
14. Layer Options, select the Pin Light.
15. Finish
